Who We Are

Quality Care Commission, Inc. is an organization made up of patients and their providers informing and educating citizens about their healthcare benefits. Too often, changes are made to healthcare policy or insurance without the input or knowledge of patients. This is wrong and we are working to fix it.

The convoluted healthcare industry can be intimidating, confusing, and frustrating. The goal of Quality Care Commission, Inc. is to help patients better understand their care, their options, and how to manage roadblocks that emerge. It is vital that patients have and maintain quality, affordable healthcare.

The Fight We Must Win Before July 1, 2023

Currently, the biggest fight before us is overturning a backroom deal between Governor Kathy Hochul and the insurance industry. The deal, negotiated in secret and not revealed to local and state workers and retirees until mid-May, violates the intent of the “2015 Emergency No Surprises Billing Act” - a state law designed to protect residents of New York by ending the practice of surprise medical billing and ensuring that their out-of-network care would be billed at the Fair Health Standard rate.

The Governor made an end run around the State's Division of Civil Service and instead leveraged her Department of Financial Services to ram this through. Governor Hochul then failed to notify active employees and retirees.

In a giveaway to the insurance industry, Governor Hochul gutted out-of-network benefits in this unprecedented move that impacts more than 1.2 million state and local employees and retirees.

The Hochul deal eliminates New York’s Independent Dispute Resolution (IDR) process, inserting a qualifying payment amount combined with recent changes that amount to a 300 percent reduction in Out-of-Network reimbursements.

These changes will become a reality on July 1st unless the State Legislature reverses the Governor’s backroom deal by passing legislation sponsored by Senator Robert Jackson and Assembly Members David Weprin and John McDonald.
